The bylaws that govern signs are handled at the city level. The goals of local governments vary which results in a variation over the types, size and placement of signs within their jurisdiction.
An example of the difference are window graphics. In some cities these are covered by the bylaw and others don’t. In all cases, signs that are mounted to the face of a building will require a permit, if they are lit or not. However, some cities require stamped engineering drawing while others don’t.
